In the prudish, uptight society of the German Empire, the 1892 murder of a night watchman by the Heinze couple—who were engaged in prostitution—sparked a debate lasting several years over the tightening of criminal law. Prostitution, indecent acts in theatrical performances, and the distribution of images and writings that grossly offended public decency were to be prohibited. Even the display of works of art in store windows was considered offensive and reported to the authorities by morality societies.
